Measuring influence has never been harder, or more necessary. Here’s how we built the tenth #EUinfluencer Ranking, what we chose to count, and why.
Ten years ago, ranking the EU Bubble’s most influential voices was almost arithmetic. Influence lived on one platform, and it left a number, followers, retweets, reach. You could line people up and the list more or less wrote itself.
That world is gone. In 2026, the same person might be authoritative on LinkedIn, combative on X, experimental on Bluesky and invisible on TikTok, and influence is no longer a number you read off a profile, but a pattern you have to reconstruct across an entire fragmented landscape. So the harder the measurement got, the more careful we had to be about it. This is how the tenth edition was built.

Where we started: the universe and the clock
Our 2026 seed universe is drawn from the four previous editions (2017–2025), then expanded with fresh research to catch the voices who’ve risen since. The data was collected and validated, capturing activity from past years because influence is a snapshot of a moment, and we’d rather tell you exactly which moment than pretend the picture is timeless.
What we measure: five things, not one
A follower count tells you who has an audience. It doesn’t tell you who has influence. So every profile is scored on five weighted components:
- Reach: audience size, normalised within each platform.
- Engagement: whether people actually respond, weighted equally with reach, because a large silent following matters less than a smaller one that argues back.
- Activity: consistency of posting, because influence is a habit, not a one-off viral moment.
- EU-Bubble Relevance: how central the voice actually is to the European policy community, not just to a general audience.
- Topic / Channel Fit: how well the voice’s focus and platform match the conversations that define EU policy.
Reach and engagement together make up half the score, but the other half is about relevance, consistency and fit the things that separate an #EUinfluencer from a merely popular account.
Why we don’t compare across platforms
Scores are comparable within a platform, but not across them. A LinkedIn following and a Bluesky following are not the same currency, the platforms have structurally different sizes and norms, and pretending otherwise would manufacture a false hierarchy. So there is no single, cross-platform “winner.” There is the strongest voice on LinkedIn, the strongest on X, the strongest on Bluesky, and, separately, the strongest voice on each topic, which is where it gets interesting.
Topics cut across everything
Influence stems first and foremost from expertise, and expertise doesn’t respect platform borders. So alongside the platform rankings, we build cross-platform topic rankings across eleven policy areas, from Agrifood, AI and Energy to Foreign Affairs, Democracy & Human Rights and EU Affairs. This is where you see that the leading voice on a subject is often strong precisely because they show up coherently in several places at once.
Criteria for Inclusion / Exclusion
We established criteria for inclusion and exclusion from the list: Current MEPs, Commissioners and, in general, politicians were excluded.
The analysis focused on accounts actively engaged in EU policy discussions and contributing to debates on legislative files relevant to their field. To keep the scope clear, we looked beyond accounts primarily dedicated to general communication advice or those targeting audiences only within individual Member States.
A ranking confers legitimacy. Putting someone on it is, in a small way, an endorsement of their place in the conversation, and that’s a responsibility. So before anyone is ranked, every finalist is screened against five exclusion criteria.
- We exclude profiles credibly and multi-source documented as: acting as an agent or amplifier of foreign-state propaganda (especially for non-democratic regimes);
- Convicted of serious criminal offences; repeatedly making public statements against basic human rights, gender equality or anti-discrimination;
- Making documented hate speech, extremism and systematic disinformation.
Influence alone is not a qualification. How you use it counts.
New this year: Honorable Mention to Communication Voices
To mark the tenth edition, we added a special mention that turns the lens on our own profession. Communication Voices spotlights the Brussels professionals who shape how EU communication is practised: strategic messaging, campaign and advocacy strategy, digital and AI-enabled communication, institutional and crisis comms.

Influence moves; we’re describing a river, not a statue, what the #EUinfluencer methodology offers isn’t false precision. It’s a rigorous, transparent, defensible estimate of a genuinely moving target, the best-evidenced map we know how to draw of who shapes the European conversation, and how. Ten editions in, the map is more complex than ever. So is the territory.
