In a year defined by uncertainty, transformation, and reinvention, one thing is clear: digital influence in the EU Bubble is no longer linear, it’s dynamic, chaotic, and deeply multi-platform.
From shifting power dynamics to the growing presence of AI-driven content and new public platforms, the digital stage has expanded and so has the need to understand who truly shapes EU policy conversations.
Building on the insights from previous editions, #EUinfluencer 2025 goes #OneStepAhead. Conversations that once lived exclusively on X have spilled across feeds, onto carousels, videos, and professional insights. That’s why this year, we’ve evolved the #EUinfluencer methodology to go beyond the traditional playbook.
This holistic view is crucial in today’s increasingly fragmented digital landscape, where influence is no longer confined to one or two major platforms but is spread across multiple, interconnected channels.
This is how we did it:
- Step 1: Identified the top influencers on X, LinkedIn, Instagram, Threads, TikTok, Bluesky, Mastodon discussing hot topics for the EU Bubble, focusing on reach, follower base quality, and relevancy of the channel.
- Step 2: Established criteria for inclusion and exclusion to ensure pertinence and relevance for the list. That means focusing on individuals shaping the policy conversation.
- Step 3: Categorized influencers into nine key sectors, from Healthcare to Economy & Trade, Technology & Digital and more.
- Step 4: Assembling the lists!

Step 1: Identifying the Top Influencers on Different Platforms
This year marked an exciting evolution in our approach: we integrated AI tools into the #EUinfluencer research process to extract and analyse data across platforms. These tools helped us efficiently sift through vast volumes of content and engagement metrics, giving our team a broader and more accurate foundation for the rankings, always paired with expert review and interpretation.
Our first step was to compile a list of the top influencers on X, LinkedIn, Instagram, Threads, TikTok, Bluesky, Mastodon focusing on those actively engaging in discussions around hot topics within the EU bubble. The selection criteria were based on a combination of factors, including:
- Quality and Quantity of the follower base.
- Engagement rate (i.e.: the ability of the influencer to get meaningful engagements compared to their follower base)
- Frequency of posting.
- Overall relevancy of the channel to EU policy debates.
- The specific metrics used for each ranking varied for every channel, depending on the available data.
This initial step allowed us to create a foundation of influencers who are not only widely followed but also deeply engaged in shaping public discourse.
Step 2: Criteria for Inclusion / Exclusion
We established criteria for inclusion and exclusion from the list:
- Only individuals were included; subsequently disqualifying companies and/or association accounts from the rankings.
- Current MEPs, Commissioners and, in general, politicians were excluded.
- The analysis focused on accounts actively engaged in EU policy discussions and contributing to debates on legislative files relevant to their field. To keep the scope clear, we looked beyond accounts primarily dedicated to general communication advice or those targeting audiences only within individual Member States.
Step 3: Categorizing Influencers by Sector
With our list of top influencers established, the next step was to categorize them into ten key sectors. This year, we streamlined and simplified the categories to better reflect the current landscape of EU policy discussions. The sectors are:
- Healthcare
- Agrifood
- Economy & Trade
- Artificial Intelligence – New Category!
- Energy & Sustainability
- Foreign Affairs
- Migrations & Human Rights
- Space
- Technology & Digital
- Travel & Tourism
This categorization was based on relevancy to the sector, and the reach of each influencer within their respective fields.
Step 4: Establishing the #EUinfluencer Lists
After analyzing all the available metrics and data, we compiled individual rankings for each channel.
#EUinfluencer 2025 is not about vanity metrics. It’s about identifying the people who drive, frame, and evolve conversations in the EU Bubble, whether they do it through a professional LinkedIn post, a viral TikTok, or a carousel on climate justice.
